Henry "Hy" Mayer was a famous illustrator, author and onetime editor of "Puck" magazine. He drew comics on-screen for the Universal Weekly as early as 1913 and later expanded his animated shorts by taking on a young assistant named Otto Messmer who would later be the animator of Felix the Cat.
