Cartoon Synopsis:
Usually clowns are pretty happy folks. Ghost clowns, on the other hand, would appear to be pretty dang vile. Seems like a ghost clown is haunting a local circus hypnotizing innocent bystanders to do his bidding! Not even Scooby is safe from his hypnotic eyes.
