Cartoon Synopsis:
A message from the park commissioner of the National Department of Parks in Washington, D.C. reads: "It has come to our attention that hibernating bears are being disturbed by park visitors." The bears' complaint goes from the commissioner to the second assistant to the guy on the soapbox. The park ranger does that all he can to keep the bears asleep. This includes chasing a sleeping bear on skis.
