Cartoon Synopsis:
The Pentagon gives Otto a rank of Second Lieutenant. Unfortunately, Otto's new rank makes him an obnoxious and arrogant bully. In the end, Otto loses his new rank when he attacks General Halftrack, his pet General Pussycat and the other officers in the Officers mess.
