Cartoon Synopsis:
The spooks in a haunted house are having a big party... it's time to go out and scare someone. Casper is reading a book on how to be friendly... they kick him out. Casper is reading a book about Boy Scouts. He tries to join, but he scares everyone away except for one little tot named Billy. He makes friends with Billy, who has been rejected because he is too young. After playing Boy Scouts with Billy, Casper saves the Scouts and Billy from a big bear. He is accepted as a Boy Scout.
