Cartoon Synopsis:

On the planet Valoria, the residents have developed the ability to communicate telepathically. Valoria was also a planet of unique natural resources, making it a prime target for the Rulons, a reptilian race of conquerors. Before long, the Valorians were overwhelmed by their invaders. A small group managed to escape into the past by means of a special S.T.E.P. machine to a planet called Earth. In the pursuit, the Rulon flagship, Dreadlock, also crash lands on Earth. By combining the mental powers with high-tech battle gear, the Valorians build an army of armored dinosaurs. So does the Rulons, only they force the animals with the horrible Brain Boxes. The Valorians adopt the name Dino-Riders, and the battle continues...
