Cartoon Synopsis:
A message from the park commissioner of the National Department of Parks in Washington, D.C. reads: "It has come to our attention that hibernating bears are being disturbed by park visitors." The bears' complaint goes from the commissioner to the second assistant to the guy on the soapbox. Accusing Chilly Willy of starting trouble in the park, the park ranger does that all he can to keep the bears asleep. It's actually a sleepwalking bear who's the culprit. The ranger chases the sleeping bear on skis, but can't do anything with him because he can't get him to wake up.
