Cartoon Synopsis:

Popeye hasn't the nerve to propose to Olive Oyl while on shore leave. His pipsqueak sailor pal Shorty takes Popeye to Olive's Boarding House so that he can work up enough nerve to propose to her. Olive is too busy doing endless house chores for Popeye to get a word in edgewise. Shorty tries to "help" and finds himself the target of Olive's affections. In a classic "seduction" routine, Shorty shows Popeye how it's done by sweeping Olive off her feet and proposing a date "at the Casbah" in a Charles Boyer accent. There are lots of sissy-type jokes, along with a little Indian war-bonnet gag. In proposing to Olive, Popeye keeps getting his hand caught in a washing machine.
