Cartoon Synopsis:

A V-mail truck is at the wharf next to a navy ship. On board, all the sailors are reading their mail, except one. Shorty keeps wanting to blow his brains out because he feels useless. Popeye stops him and tries to cheer him up, telling Shorty that he looks like Bob Hope. This makes Shorty worse. Then Popeye says that Shorty looks like Bing Crosby. This does the trick: Shorty is happy again. Popeye makes the mistake of inviting Shorty to go with him to Olive's birthday party at her house. It turns into a disaster. Olive gives Popeye a cake for his birthday. The sailor gets into all sorts of trouble.
