Cartoon Summary:


Eager-beaver Patrolman Earnest Prowler requests Officer Dibble's beat, believing it to he a hotbed of crime. The young, self-absorbed, by-the-book cop's stringent policing makes the police chief think that Officer Dibble is slacking in his duties, resulting in soft-hearted Dibble being fired. To get Dibble reinstated, Top Cat and his gang to make Prowler look like he's going crazy. Top Cat fingers Prowler's citation book, and the gang litters the neighborhood with tickets, which creates havoc and ultimately results in Prowler's arresting his lieutenant and the mayor. When Prowler is found hiding in a mailbox, he is relieved of duty and sent home to rest.
