I was fortunate to have seen this cartoon once on TV many years ago. As the moth goes on his rampage in Andy's shop, we see a female mannequin, elegantly posed and decked out in a fancy antebellum hoopskirt gown. After the moth's feeding frenzy, she is left wearing a baggy, saggy red flannel union suit with the classic trap door! Thus solving the mystery of what was really worn under all those ruffles. (But aren't the longies also made of wool?) Perhaps the director's sense of modesty/humor were the reason for the goofy undies. A hilarious sight gag and perhaps the best one in the short.
