Based on the manga by Haruki Etsuji.
The movie featured Diet politician Chinetsu Nakayama as Chie. Several Kansai comedians had their anime debuts in the movie.
To promote the film, the 84-minute TV special "Jarinko Chie: Anime Stand-Up" was shown as part of the "Kao Master Theater TV" show. Several scenes of live-action comedians were combined with footage from the anime. These included a dream sequence between Tetsu Takemoto and the voice actor who portrayed him, comedian Norio Nishikawa.
The film's success led to a TV series which ran for 64 episodes from October 3, 1981 to March 25, 1983 on MBS.
