This special was a sort of contractual obligation. Rankin Bass Productions was obliged to do a series of specials for ABC. Arthur Rankin, Jr. and Jules Bass met with the network, discussing several ideas. Rankin and Bass suggested "The Wind in The Willows," and ABC agreed to that immediately.
Several characters, including Mr. Toad, appeared earlier in the Rankin Bass Productions series "The Reluctant Dragon and Mr. Toad," which aired on ABC.
