Before and during World War II, the U.S. government raised money for the military by selling war bonds. Citizens would purchase the bonds, with the money going towards the war effort, and could then cash them in after the war with accumulated interest. Bonds served as much to get Americans personally involved in the war as to actually raise money.
Elmer Fudd is considerably fatter here than in many of his other appearances.
