Lupin III is an extremely popular franchise in Japan that has seen the creation of a manga series, several TV series, films and TV-movies. Hayao Miyazaki and Isao Takahata even worked together on a TV series of Lupin III in the early 1970s, before this film was made.
The original Arsene Lupin, from whom Lupin III is supposedly descended, was created by French author Maurice Leblanc in 1905. A 'Gentleman Burglar' he outwitted Sherlock Holmes on several occasions (until Conan Doyle objected, after which the 'detective Anglais' was renamed Herlock Sholmes) but spent most of his time outwitting less honourable criminals.
Lupin III first appeared as a Manga (comic book) character in 1967.
