Loopy De Loop is a French wolf. His poor, broken English was always causing him to get into trouble.

Loopy De Loop is the first theatrical cartoon series produced by Bill Hanna and Joe Barbera after leaving MGM and opening their new Hanna-Barbera Studios.

This was the second of only two Loopy shorts to have the original theme music before switching to a more familiar one.
