Cartoon Summary:

Bob is hanging out near the toy warehouse and hears screams. It's a child, stranded on the roof of the warehouse and in danger of falling. Bob snickers sadistically and continues walking- until the child falls and lands on Bob. The child is safe! The father happily thanks the rescuer for his heroics. The Cowboys later read about this incident in the newspaper and are stunned beyond belief. Bob is a hero! Granny tells the Cowboys to present the medal of honour to Bob- a citation that salutes all good Samaritans in the galaxy. The Cowboys are not pleased, but they must follow orders. Meanwhile, Bob doesn't like all this adulation. Everyone is congratulating him and he can't stand it. He decides he must boost his reputation as Public Enemy Number One by committing a series of crimes. But how does one do that when the Cowboys are not far behind? Bob comes up with a plan. He will scramble the police radio airwaves to dodge the Cowboys.
