Cartoon Summary:


Popeye buys a dog named Roger from a man in the street, and he discovers that it knows how to talk. Of course, Popeye can't get it to talk for anyone but him. Roger delights in getting Popeye into a variety of mischief. Popeye gives the dog to Olive, but when the dog snitches on Olive to Popeye that she's seeing another man (when, in actual fact, it's just her piano teacher), it leads to all kinds of misunderstandings.
