Very delightful--a neat little twist on Popeye's supposedly-larger-than-life characterization, here he's an average schmoe who doesn't realize when he's running a tad afoul of the law. He's a bit more endearing here (the attempts of the Disney people & later the Famous Studios crew to "cuten" him up aren't yet in evidence); and his status as a moral and upstanding American are veriried at the end.

Popeye has a touch of the Stupids

This cartoon is the begining of the decline in the Fleischer Popeyes on at least two levels. At least the situations involving Olive's spring cleaning give Popeye something to do here.
Other than that, the routine is that an abrasive Policeman continues to interrupt
Popeye in the middle of moving something in Olive's apartment because he has foolishly parked his car where he shouldn't have. The final "blow" comes as Popeye starts to look out the front window and knocks a flower pot off, which falls and strikes the policeman. Realizing that he'd struck an officer and broken the law, he picks up the cop, drives him to the Police Station, and puts himself into a jail cell, exclaiming, "I always respects the law, 'cause I'm Popeye the Sailor Man".

Althought this may have been an attempt at breaking from the story formula, as it contains no spinach sequence or real conflicts, it places Popeye out of control of the situation and makes him more foolish than noble.

Another excellent use of slapstick & sight gags. In the end Popeye litterly throws himself in jail.
