The Big Bad Wolf alias Adolph Hitler.
The Thrifty Pig follows the story line of "The Three Little Pigs", using the original animation, only now Practical Pig builds his house out of brick shaped war bonds and the Big Bad Wolf wears a swastika armband. Finally defeated, the wolf runs into the distance as the pigs hurl war bonds at him.
