Although this cartoon was entertaining in spots, it is not Andy Panda's Dizzy Kitty. This is Andy Panda's dad doing his own roof job. In Italian I think.
Dizzy Kitty is about their cat they want to bathe and enter into a show. The cat is not willing to get a bath. 1941 Walter Lantz
