Okay, every series has its median-level episodes. I'm ordinarily crazy about the Fleischer Popeyes, but here is a late-period entry where the Disney people really infiltrated the ranks (Fleischer, upon erecting his new Miami studio, had amplified his staff with ex-Disneyites). The result sort of works against this particular effort--I always respected the old-school Fleischer animators' decision to keep FIVE fingers on every human's hand......here, the characters are all 4-fingered (a practice that continued thru the following Famous Studios era). Also, some of the Disneyesque facial expressions are, I feel, objectionable--when Popeye downs his spinach and registers surprise at his new-found ability to conga, his mouth goes BELOW his nose! It looks just plain dumb.
This aside, it's an enjoyable musical romp. I don't think casting Olive Oyl as a Latin-American babe works all that well, but the ending is terrific: two naval officers arrest Popeye & Bluto for their rowdy behavior, kicking their rears(conga-style, natch!) as they accompany them to the brig.
