Boris Badenov and Natasha?

This episode seems nearly lost in all the brilliance of the other Josie and the PUssycats cartoons, but it is memorable for the aging of Alexander, Alexandra and Melody, THEN their personalities are reversed; Alexander is brave, Alexandra is nice and Melody is smart.
But was the Countess and her aid slightly different variations of Boris Badenov & Natasha from Bullwinkle & Rocky?
Used to love that the entire boat was aged at the end, too.
